Root Cause Analysis

- Missing SBR: Gambling traffic typically requires pre-approval via a "Special Business Review" form submitted to T-Mobile. Standard registration is not enough.
- Geo-Gating Failure: Online gambling is legal in some states (NJ, NV) but illegal in others. Carriers require proof that you can geo-fence your messages to legal jurisdictions.
