"A2P SMS denied" usually means one of three different things: your 10DLC Brand failed verification, your Campaign was rejected in review, or your messages are being blocked at send time. Each has different causes and a different fix, so the first step is working out which one you hit. The Most Common 10DLC Rejection Reasons
- Opt-in cannot be verified. The message flow says "customers opt in on our website" but reviewers cannot find a form, or the form lacks brand name, message type, frequency, "Msg & data rates may apply", STOP/HELP and a privacy link.
- Privacy policy problems. No SMS section, no statement that mobile numbers are not shared for third-party marketing, a broken link, or a login wall. This is the 9108 / Twilio 30908 family; see how to fix code 9108.
- Samples do not match the use case. Marketing language in a customer-care Campaign, or samples without the brand name or opt-out text.
- Website does not support the Brand. Parked domain, under construction, no business name, or content that does not match the declared use case.
- Identity mismatch. Legal name or EIN does not match IRS records, or a sole proprietor registered as a business (or the reverse).
- Prohibited or restricted content. Cannabis, certain lending, third-party lead generation and other restricted categories, or missing age gates where required.
- Undeclared links or phone numbers. URL shorteners, or links and numbers in messages that were not declared in the Campaign.

Fix Path After an A2P Denial
- Copy the exact code and wording from the CSP portal or email.
- Fix the live page first. Change the website, opt-in form or privacy policy, clear any CDN cache and load it in a private window.
- Rewrite samples so each one names the brand, matches the use case and includes opt-out text where expected.
- Check the Brand is verified before resubmitting the Campaign.
- Validate with the SMS Message Validator and the Consent Language Validator.
- Resubmit once, through the same CSP. Edit the rejected Campaign where your CSP allows it; recreate only when a field cannot be changed.
- Log the change with the date and resubmission ID.
Denied After Approval: Send-Time Blocks
If the Campaign is approved but messages still fail, the cause is usually content filtering (shortened links, spam-like wording, content outside the approved use case), sending from a number not attached to the Campaign, or exceeding your limits. When the Brand itself is denied or stays unverified, the Campaign never gets a fair review. The usual causes:

Some use cases attract specific denial patterns:
- Marketing. Opt-in lacks written-consent language or a separate checkbox; samples lack opt-out text; shortened links.
- Customer care. Samples or website reveal promotional content; the Campaign should be mixed or marketing.
- Account notifications. Message flow does not explain how account holders provide their number.
- Two-factor authentication. Samples include marketing or links unrelated to authentication.
- Delivery notifications. Website does not show the business ships or delivers anything.
- Higher-risk categories (lending, collections, political, age-restricted products). Missing vetting, age gating or disclosures that the category requires.

Denied submission (customer care):
- Message flow: "Customers opt in on our website."

- Keep one compliance owner for all Campaign submissions.
- Maintain a reusable packet: IRS letter, website screenshots, opt-in screenshots, terms, privacy policy, approved samples.
- Review every new message type against the registered use case before you send it.
- Re-check your website and policies after any redesign.
- Track denial codes over time so repeated causes get fixed at the source.

What Reviewers Actually Open
Reviewers do not just read your form. They typically open:
- Your website, to confirm the business exists and matches the Brand.
- The opt-in page named in the message flow, to see the disclosure.
- The privacy policy, to find SMS language and the non-sharing statement.
- The terms page, to confirm program details.
If any of these pages loads slowly, requires a login, shows a pop-up wall or a cookie screen that hides content, or differs from what you described, the review can fail even if your form text is perfect. Test each page in a private browser window on a phone before you submit.
Denial Codes You Will See Most Often
The most common denial families map to fixes on the live pages:

Why Unchanged Resubmissions Fail
Reviewers see the history of a Campaign. Resubmitting the same packet, or a packet with cosmetic edits, signals that the cause was not addressed and usually earns the same denial, sometimes with additional fees. Changing the use case to one that does not match your messages to get past review only moves the problem to send time, where it shows up as filtering and can lead to suspension.
