Is 10DLC registration required? For United States Application-to-Person (A2P) SMS on 10-Digit Long Code (10DLC) numbers, yes. Carriers expect an approved brand and campaign in The Campaign Registry (TCR) before they treat that traffic as registered A2P.
The requirement is carrier-enforced. It is not a standalone Federal Communications Commission (FCC) license. Telephone Consumer Protection Act (TCPA) consent remains a separate duty.
When the Answer Is Yes
Registration is required when all of these conditions hold:
- Messages originate from software or a business process
- The from-number is a US 10-digit long code
- Recipients are US mobile subscribers
- Volume, copy, or purpose is A2P rather than person-to-person
That set covers 2FA, account alerts, delivery notices, customer care, appointment reminders, and marketing.
When the Answer Is Different
Short-code programs use the short-code registration track. Toll-free A2P uses toll-free verification. Those paths are not 10DLC filings.
True person-to-person conversations on consumer lines sit outside A2P 10DLC. Carriers reclassify high-volume identical traffic even when the sender hoped to stay P2P.
Canada, the United Kingdom, and other markets use other sender-ID rules. A Canada search is not this requirement.
What Happens If You Skip It
Carriers can block messages, throttle throughput, or suspend the sender. Cross-carrier enforcement can follow a single network complaint pattern.
Unregistered A2P also leaves no registry trail when a TCPA dispute arrives. The registry record is not a legal defense by itself. Missing it still weakens operational evidence.
Required Does Not Mean Optional After Approval
Ongoing duties stay attached:
- Consent language that matches the live campaign
- STOP handling in near real time
- Content that stays inside the approved use case
- Brand data that remains accurate after mergers or DBA changes
A later use-case change needs a new campaign, not a quiet copy edit.
